I made a tier list for PVZ2 plants with some rules. First: Only free plants will be on it. Second: no mints will be on it. Third: I judge them by their self, and not exactly a combo. If you don’t agree with something, just tell me why you not agree with it. I will be happy to discuss about it.

Worst zombies from each world (opinion)

Note: This is only ranking unique zombies from each world, and the original levels only.

Ancient Egypt: Tomb Raiser Zombie

He's not that annoying in AE, but in levels where you don't bring a grave buster he's a detriment to forward shooting plants.

Pirate Seas: Zombie Parrot (yes, he has a unique spot in the almanac)

If you play in order, you're not gonna have blover, so he could easily take an expensive plant.

Wild West: Poncho Zombie

Honestly none of the other ones are hard. Prospector has Split Pea, Chickens have Lightning Reed, Piano has Spikeweed, and the Bull has Tall-nut.

Frostbite Caves: Hunter Zombie

He is big threat, as combined with the wind, plants can freeze quickly. Hot potato and Pepper pult have slow recharges in the early levels, which makes it worse.

Lost City: Excavator Zombie

Not only does he move idiotically fast, practically every plant that's not instant is vulnerable. If the game sends him in early game, you're pretty screwed.

Far Future: Mecha-Football Zombie

Pretty obvious, he pushes plants back and ruins your defenses, unlike the other machines.

Dark Ages: Jester Zombie

Not only is he immune to (almost) EVERY SINGLE PROJECTILE, he SHOOTS THEM BACK, enough said.

Neon Mixtape Tour: Hair Metal Gargantuar (with jam)

The worst gargantuar, the radial damage is next level stupidity. At least Celery Stalker exists.

Jurassic Marsh: Jurassic Bully

Since there's only 2 unique zombies in JM, he's the worse one. Not that hard though.

Big Wave Beach: Octo Zombie

Everything sucks. If he was more like Wizard, it would be more tolerable.

Modern Day: All-Star Zombie

Since he comes flying in, you have barely any time to react. The instant-kill is really annoying too.
